The MPAplus Human Rights-Based Approach (HRBA) to Drugs course is designed for public sector leaders, policymakers, law enforcement officials, and community stakeholders in Philippine cities and municipalities who seek to implement evidence-based, rights-respecting, and sustainable approaches to drug policy and governance. Rooted in the principles of human dignity, public health, and social justice, this course equips participants with the tools to integrate human rights into local drug policies and programs in alignment with international best practices and the Sustainable Development Goals (SDGs).
Traditional drug policies often emphasize punitive measures that may not effectively address the root causes of substance use and its impact on communities. A human rights-based approach shifts the focus towards health promotion, social reintegration, and participatory governance.
